A negative yes/no passive question asks whether something is not/was not/will not being done, and expects a yes/no answer.

General Formula (All Tenses):

Helping Verb + Object + NOT + (being/been) + V3 + (by Subject)?

Hindi Pattern:

क्या + Object + नहीं + (जा रहा/गया/होगा वगैरह) + V3 + (कर्ता द्वारा)?

The helping verb changes according to tense and person/number of the object.
