NEGATIVE WH-QUESTION IN PASSIVE VOICE — BASIC RULE

A negative Wh-question in passive voice asks why/when/where/how/what, etc., something is NOT being done, and expects an explanatory answer — not just yes/no.

General Formula:

Wh-word + Helping Verb + Object + NOT + (being/been) + V3 + (by Subject)?

Hindi Pattern:

Wh-word + क्या + Object + नहीं + (जा रहा/गया/जाएगा, etc.) + V3 + (कर्ता द्वारा)?

For “Who”: In passive, we use By whom + helping verb + object + not + V3…?
